About this opportunity
The City of Santa Cruz Parks and Recreation Department is seeking a California Class "A" General Engineering Contractor for the 2025 Santa Cruz Wharf End Interim Repair Project, addressing significant storm damage and a partial wharf collapse that occurred in December 2024. The project involves comprehensive infrastructure repair and replacement, specifically the removal and disposal of damaged piles, caps, stringers, decking, and asphalt surface, followed by the installation of thirty-one replacement piles and associated structural components. A mandatory pre-bid site inspection is scheduled for August 25, 2025, at 1:30 PM, with bids due on September 15, 2025, at 1:30 PM. The anticipated contract award date is September 29, 2025, with project completion targeted for February 17, 2026. Bidders must be registered on the City's OpenGov procurement portal and provide documentation including DIR registration, workers' compensation certification, and California Air Resources Board compliance. Evaluation criteria will likely include technical capability, compliance with specifications, and adherence to marine environmental protection measures.
The procurement is specifically restricted to California Class "A" General Engineering Contractors with specialized marine construction experience. Contractors must demonstrate comprehensive insurance coverage, including Marine General Liability ($5,000,000 per occurrence), Vessel Hull & Machinery coverage, and Contractors Pollution Liability. Prevailing wage rates will apply, and contractors must comply with local hiring requirements and apprenticeship regulations. The project has a total estimated budget of $1,377,500 and will be funded through the City of Santa Cruz. Bidders must implement strict environmental and marine wildlife protection measures, including biological monitoring and specific construction restrictions to minimize ecosystem impact. While no incumbent vendors are mentioned, the project requires integration with existing municipal wharf infrastructure and demands sophisticated marine construction expertise. Potential respondents should be prepared to demonstrate extensive experience in coastal infrastructure repair, environmental compliance, and complex marine engineering projects.
Opportunity text
The Santa Cruz Wharf experienced powerful storms in December 2023 and in February 2024. Work to repair the damage caused by those storms was underway when an unprecedented high swell event on December 23, 2024 caused a partial collapse of the Wharf in the repair area. The City of Santa Cruz is moving forward to repair the significant damage that has taken place as well as strengthen and reinforce the existing structure at that location.
The Project consists of the following major elements:
1. Removal and disposal of existing damaged piles, caps, stringers, decking and asphalt surface.
2. Installation/replacement of thirty-one (31) damaged or missing piles, and associated caps, stringers, decking, railings, and asphalt surface.
