About this opportunity
The Northwest Florida Water Management District is seeking bids for Invitation to Bid (ITB) 25B-004, a sand pine and hardwood eradication services project located in Gilchrist County, Florida. The procurement involves removing offsite pine and competing native hardwood species from approximately 1,406 acres of upland areas targeted for longleaf pine and wiregrass restoration. The primary objective is to manage vegetation that competes with longleaf pine trees for nutrients and sunlight, supporting the District's natural community restoration program. The bid was posted on January 2, 2025, with proposals due by January 7, 2025, and an electronic bid opening scheduled for 2:00 PM ET. The solicitation requires contractors to eradicate sand pine and hardwood trees within designated habitat restoration sites, with the goal of improving ecological conditions and supporting native ecosystem development. Eleven responsive bids were received, demonstrating significant contractor interest in the project.
Based on the bid tabulation sheet, there are no specific set-aside designations or restrictions on vendor participation mentioned in the documentation. The bid prices ranged from $105,379.70 (submitted by Sweat US, LLC) to $692,951.00 (submitted by Clear Zone Maintenance, Inc.), indicating significant variability in contractor pricing strategies. Express Forestry Service LLC and Alpha Services, LLC also submitted competitive bids at $108,262.00 and $109,279.00 respectively. While no explicit disadvantaged enterprise requirements were noted, the procurement appears open to qualified forestry and land management contractors with demonstrated capabilities in ecological restoration and vegetation management. The total project scope of 1,406 acres suggests a substantial ecological intervention with potential significant environmental impact. The wide range of bid prices indicates complexity in the project requirements and potential variations in contractor approaches to sand pine and hardwood eradication.

ITB 25B-004 Tab Sheet
As part of the District's program to restore natural communities, offsite pine and competing native hardwood species must be managed and removed from upland areas that are being restored to longleaf pine and wiregrass. The offsite pine and various native hardwoods compete with the longleaf pine for nutrients and sunlight and allowing these trees to remain on site will cause adverse competition for the longleaf pine trees and understory vegetation and would adversely impact the District's efforts to restore this natural community. The Work is the eradication of sand pine and hardwood trees occurring within longleaf pine habitat restoration sites totaling approximately 1,406 acres.
