About this opportunity

The Charter Township of Bloomfield is soliciting sealed proposals for the 2025 Retaining Wall Repair Program, a comprehensive infrastructure improvement project located within the township. The procurement seeks a contractor to repair approximately 5,750 square feet of concrete safety paths, reconstruct 3,200 square feet of segmental block retaining walls, and replace 1,100 linear feet of split rail fencing across eleven separate locations. Key project deliverables include site clearing, wall and sidewalk removal and replacement, regrading, drainage improvements, landscaping, and associated restoration work. Bidders must purchase original bid documents from Hubbell, Roth & Clark, Inc. for a non-refundable fee of $120 (pickup) or $140 (mailed), and submit a bid proposal accompanied by a certified check, cashier's check, or bid bond for 5% of the total bid amount. Proposals are due on April 17, 2025, at 2:30 p.m. local time at the Bloomfield Township Dave Payne Public Services Building, with bid documents available starting March 24, 2025. Qualification requirements include having at least three satisfactory municipal references for similar work completed in Michigan within the last two years for contracts exceeding $50,000.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned, the township has established several important bidder qualifications and restrictions. Contractors who have been debarred, suspended, or made ineligible by any Federal Agency will be automatically disqualified from bidding. The successful bidder will be required to furnish performance, labor and material, and maintenance bonds, and must meet the township's prequalification statement requirements. The Road Commission for Oakland County has approved the project permit (Permit No. 25-0086) with a total permit fee of $3,100, including a $100 permit fee, $500 deposit, and $2,500 estimated inspection fee. A construction bond of $10,000 is also required, with project substantial completion expected by August 1, 2025, and final completion by October 31, 2025. The township reserves the right to reject all bids and waive any irregularities in the bidding process. While no specific budget range is provided, the comprehensive nature of the project suggests a significant infrastructure investment for the township.
