About this opportunity

The City of Cortez in Montezuma County, Colorado, is seeking a contractor to repair approximately 1,000 square feet of damaged components at an existing skatepark through a Competitive Sealed Best Value Bidding method with a two-step selection process. The project requires a comprehensive repair strategy involving concrete grinding techniques, concrete type selection, and developing a skateable surface with improved transitions that minimizes slipperiness. Key deliverables include detailed methods for surface repair, concrete treatment, and transition improvements, along with recommendations for annual maintenance. The contractor must demonstrate expertise in concrete repair and skatepark restoration, with evaluation criteria weighted 40% on qualifications and 60% on bid price. Critical dates include an advertisement release on 5/7/2025, bid questions due by 5/19/2025, sealed bids due on 5/30/2025 at 3:00 PM, and an anticipated construction start in September 2025. The total project completion timeline is 90 calendar days from the Notice to Proceed, with contractors expected to provide a technical approach that ensures a high-quality, functional recreational facility.

The procurement includes local vendor preferences, offering a 2.5% preference for businesses within Cortez city limits and a 2.0% preference for businesses in Montezuma County. Contractors are limited to subcontracting no more than 50% of the contract work and must meet specific qualifications, including concrete general contracting experience and insurance requirements. The project adheres to Colorado labor preferences and prevailing wage regulations for public works projects. While no specific incumbent vendors are mentioned, the bid emphasizes local economic participation and technical capabilities. Funding appears to be sourced directly from the City of Cortez, though specific budget allocations are not explicitly detailed in the provided documentation. Potential bidders must demonstrate compliance with state apprenticeship regulations and possess extensive experience in skatepark infrastructure restoration and maintenance.
