About this opportunity

The City of Santa Cruz Public Works Department is soliciting competitive sealed bids for the 2025 Pedestrian Guardrail Replacement Project, a construction and infrastructure improvement initiative affecting two locations in Santa Cruz County: Capitola Road (south of Harborview Court) and East Cliff Drive (2011 East Cliff Drive). The procurement encompasses the complete removal and replacement of damaged pedestrian guardrails, removal or repair of existing retaining walls, and concrete curb repair or replacement at both sites. Specifically, the project requires removal of approximately 68 linear feet of damaged guardrail at Capitola Road with replacement of the retaining wall using poured concrete conforming to Caltrans Type 6B split-face concrete block standards, and removal of approximately 18 linear feet of damaged guardrail at East Cliff Drive with PCC curb repair. All new pedestrian guardrails must be constructed using galvanized 12-inch diameter steel pipe posts and 4-inch standard weight steel pipe components, welded and galvanized after fabrication, and integrated with existing curbs and concrete pavement per design specifications. Qualified bidders must hold a valid California Contractor's Class "A" or "C-13" License, with all subcontractors holding valid licenses appropriate to their trades at the time of bid submittal; additionally, contractors must obtain a City of Santa Cruz business license prior to contract award. The project must be completed within 15 working days from the Notice to Proceed, with liquidated damages assessed at $2,800 per calendar day for delays. Bids are due on March 12, 2026 at 2:00 p.m. Pacific Standard Time via email to Dan Cabreros at dcabreros@santacruzca.gov, and a non-mandatory pre-bid meeting is scheduled for March 5, 2026 at 9:00 a.m. Pacific Standard Time. The bid form requires submission of lump sum prices for five items: demolition and removal, Capitola Road pedestrian guardrail installation, Capitola Road retaining wall repair/replacement, East Cliff Drive pedestrian guardrail installation, and East Cliff Drive PCC curb repair, plus a 10% contingency reserve for unforeseen work. The City will award the contract to the lowest responsible and responsive bidder and reserves the right to reject any or all bids.

This procurement is subject to prevailing wage requirements as published by the Department of Industrial Relations, and all contractors and subcontractors must be registered with the DIR at the time of contract performance; compliance monitoring by the Department of Industrial Relations will apply throughout the project. The project must comply with California's General Construction Activity Storm Water Permit and prevailing wage provisions under Labor Code Sections 1770-1780. No specific set-asides for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or other protected classifications are identified in the solicitation documents. Contractors are required to procure comprehensive insurance coverage including commercial general liability insurance of $2,000,000 per occurrence, automobile liability insurance of $1,000,000, workers' compensation insurance with statutory limits, and builder's risk insurance equal to the completed project value. The contract award value is not disclosed in the available solicitation documents, as bidders are required to submit lump sum pricing based on the detailed scope of work outlined in the design plans and specifications. No incumbent contractors or existing vendors are referenced in the procurement materials, and no information regarding integration with existing infrastructure systems beyond physical connection to existing guardrails, walls, and curbs is specified.
