About this opportunity

The Town of Parker, Colorado, is seeking competitive bids for two intersection improvement projects under the capital improvement program (CIP24-016 and CIP24-028) in Douglas County. These projects involve constructing turn lane improvements and pedestrian infrastructure at two critical intersections: Mainstreet and Chambers Road, and Bayou Gulch and Crowfoot Valley Road. The Mainstreet project will extend the westbound left turn lane, involving approximately 195 cubic yards of unclassified excavation, 156 tons of hot mix asphalt, and 1,141 square feet of colored median cover material. The Bayou Gulch project will construct a new pedestrian ramp, modify traffic signals, and include approximately 425 cubic yards of unclassified excavation, 215 cubic yards of aggregate base course, 111 square yards of concrete pavement, and 147 tons of hot mix asphalt. Bids will be received virtually through the Rocky Mountain E-Purchasing System, with a bid opening scheduled for April 23, 2025. Contractors must submit a bid bond or certified check for 5% of the total bid amount and comply with Colorado Department of Transportation standards. The projects are expected to be completed by September 26, 2025, with liquidated damages of $1,400 per calendar day for delays beyond the specified completion date.

While specific set-aside designations are not explicitly detailed in the documentation, the contract suggests standard procurement practices for municipal infrastructure projects. Bidders will be required to demonstrate comprehensive capabilities in road construction, traffic signal modification, and pedestrian infrastructure development. The projects do not appear to have explicit restrictions on business size or type, though standard municipal contracting requirements for licensing, insurance, and bonding will apply. No incumbent vendors are specifically mentioned, and the documentation does not indicate any mandatory technology integration requirements. Although a precise project budget is not stated, the comprehensive nature of the work—involving excavation, asphalt placement, concrete work, and signal modifications—suggests a significant capital investment. Contractors will be responsible for all materials, labor, traffic control, erosion control, and site restoration, indicating a comprehensive scope of work that will likely require substantial technical expertise and municipal infrastructure experience.
