About this opportunity

The Tift County Development Authority (TCDA) in Georgia is issuing a Request for Proposals (RFP) for design-build construction services for the 2025 Industrial Building project located in Tift County. This procurement seeks a qualified design-build firm to design and construct a 100,000-square-foot expandable metal industrial building on a new industrial development site at Tifton Eldorado Road, Tifton, Georgia 31794. The scope of work encompasses comprehensive site improvements including grading, storm drainage, site utilities, asphalt paving, and stormwater control measures (detention/retention systems designed and installed per local authority requirements); building construction featuring 50-by-50 column spacing with a 35-foot clear ceiling height (40-foot eave height preferred), 4,000 psi concrete floor slabs with 6-inch minimum thickness, standing seam metal roofing with batt insulation, brick masonry with CMU backup exterior walls to 20 feet, eight electrically operated overhead dock doors, ventilation systems with motorized louvers and exhaust fans, and concrete foundations designed per building manufacturer specifications. Additional deliverables include fire sprinkler system stub-in matching municipal water main size, LED lighting design at 30 foot-candles, exterior and emergency lighting, electrical main panel with minimal distribution due to undetermined occupancy, communications raceways, and provisions for future fire alarm system installation. The contractor must submit lump-sum pricing with line-item breakdowns for design/engineering/permitting, civil/sitework, concrete, masonry, metal building, dock equipment, ventilation, fire sprinkler system, mechanical systems, and electrical systems. Evaluation criteria include a 100-point scoring system: pricing (30 points), design quality (20 points), company history/stability/safety (10 points), experience with similar projects (30 points), and use of local labor (10 points). Proposals must be received by June 30, 2025 at 10:00 a.m. in five sealed copies with a proposal/bid bond equal to at least 5 percent of the total proposed contract price; the question deadline is June 23, 2025, with public proposal opening at 10:30 a.m. on June 30, 2025 and an estimated award date of July 17, 2025. Project completion is required within 365 days from Notice to Proceed with liquidated damages of $500 per day for delays, and the contractor must mobilize and begin work within 15 days of receiving the Notice to Proceed.

Minimum requirements for responders include a valid Georgia general contractor license, proof of Georgia business registration, adequate bonding capacity through Treasury-approved sureties, current contractor's public liability insurance with $2,000,000 bodily injury and property damage limits and $5,000,000 aggregate, worker's compensation insurance with an Experience Modification Rating of 1.0 or less, and completion of all required affidavits. Upon award, the contractor must furnish performance and payment bonds equal to 100 percent of the contract price and maintain commercial general liability coverage with a $3,000,000 excess umbrella policy naming the Owner as additional insured. The contractor must comply with all federal, state, and local safety regulations including OSHA requirements and provide a hazardous materials file with Material Safety Data Sheets for all materials used. Use of local labor is encouraged and eligible for bonus scoring within the evaluation criteria. The RFP documentation indicates that the TCDA intends to use AIA standard design-build construction contract documents and will not modify general requirements language. No specific budget range or award value is disclosed in the available documentation; however, the project scope and complexity suggest a substantial contract value commensurate with a full design-build delivery of a 100,000-square-foot industrial facility.
