About this opportunity

Peace River Electric Cooperative (PRECO) is seeking a Damage Assessment Service provider for storm relief efforts in Florida, with proposals due on April 15, 2025. The procurement focuses on establishing a three-year contract for comprehensive storm damage assessment services across electrical distribution infrastructure. Successful contractors must provide teams consisting of a Damage Assessor (with minimum 10 years utility experience), an Area Field Manager, and a Damage Assessor Assistant/Driver. Key deliverables include conducting initial and secondary assessments of damaged above-ground electrical facilities, documenting damage with GPS-tagged photographs, assessing debris removal needs, and providing restoration progress reports. The contractor must mobilize assessment teams within 24 hours of approval and utilize approved assessment processes and technologies. The evaluation process will utilize a 100-point scoring system, with 35 points for past performance, 25 points for availability, 20 points for contractor qualifications, and 20 points for cost. Contractors must submit detailed cost proposals including hourly rates for regular, overtime, and double-time work, along with equipment and standby rates.

The contract does not appear to have specific set-aside designations for disadvantaged enterprises, but it does emphasize compliance with federal regulations, including FEMA requirements for competitive procurement. Contractors must maintain comprehensive liability insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 aggregate. While no specific budget range is explicitly stated, the contract allows for reimbursement of mobilization, demobilization, labor, fuel, lodging, and other necessary expenses, with all rates subject to PRECO's prior approval. The agreement provides flexibility by not guaranteeing a specific quantity of work, but instead allowing PRECO to activate the contractor as needed for damage assessment services. Price adjustments are limited to the lesser of a fixed percentage or the Consumer Price Index, and the contract includes provisions for domestic preference in procurements. The three-year term suggests potential for ongoing work for qualified contractors with robust storm damage assessment capabilities in the Florida utility sector.
