About this opportunity

The Florida Department of Transportation (FDOT), Office of Environmental Management, is pursuing a single source procurement for the 2025-2030 Efficient Transportation Decision Making (ETDM) Process Support contract. The procurement seeks comprehensive technical services to support the Environmental Screening Tool (EST), a web-based interactive GIS database and mapping platform. Specific services include technical support, consultation, software development, and staffing support to develop, update, and implement programs and policies responding to state and federal transportation environmental requirements. The procurement covers multiple service categories such as technical support/help desk services, IT consultation, permanent IT software development, and permanent IT staffing. Key objectives include maintaining and enhancing EST functionality while ensuring minimal disruption to ongoing environmental screening processes. The solicitation was posted on January 24, 2025, with vendor information required by 5:00 p.m. EST on February 14, 2025, to be submitted via the specified email address.

AECOM Technical Services, Inc. is identified as the intended single source vendor, currently providing these services under an active contract. The procurement does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. The contract term is five years, with an estimated total contract value of $5,000,000.00. The justification for single source procurement emphasizes AECOM's existing expertise and the critical need to minimize disruption to the ETDM process. The procurement covers Leon County and will support FDOT's environmental management objectives through continued technological and consulting support. No specific information is provided about alternate vendor qualifications or competitive bidding processes, as this is a single source procurement under section 120.57(3) of Florida Statutes.
