About this file

This is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Transportation (FDOT) for the 2025-2030 Efficient Transportation Decision Making (ETDM) Process Support. The services requested include technical support, consultation services, software developers and staffing support for the Environmental Screening Tool (EST), a web-based interactive GIS database and mapping tool that supports the ETDM Process. The contract term is 5 years, with a posting date of January 24, 2025 and a last day for receipt of information of February 14, 2025. The scope includes developing, updating and implementing programs, policies and procedures to respond to state and federal requirements while maintaining and enhancing EST functionality.

The estimated contract value is $5,000,000.00, with AECOM Technical Services, Inc. identified as the intended single source vendor. The justification for the single source acquisition notes that AECOM is currently providing these services under an active contract, and these supplemental services must be performed by AECOM to minimize disruption and protect program progress and delivery. The procurement covers multiple service categories including technical support/help desk services (81111811), IT consultation services (80101507), permanent IT software developers (80111711), and permanent IT staffing needs (80111716).
