About this opportunity

The City of Birmingham is soliciting sealed proposals for the 2025-2029 Quarton Lake Maintenance Dredging project, a comprehensive hydraulic dredging and environmental restoration initiative located in Oakland County, Michigan. The procurement seeks a qualified contractor to perform annual hydraulic dredging and dewatering of approximately 380 cubic yards, with disposal of approximately 190 cubic yards of accumulated sediment from Quarton Lake over a five-year period. Key project deliverables include soil erosion control measures such as turbidity curtains, catch basin inserts, silt fence, and straw blanket installations, along with comprehensive site restoration. Bidding documents will be available electronically through the Michigan Inter-governmental Trade Network (MITN) starting February 20, 2025, with an optional pre-bid meeting scheduled for March 4, 2024, at the northeast corner of Oak Avenue and Lake Park Drive. All questions are due by 10:00 am on March 6, 2025, and sealed proposals must be submitted by 2:00 p.m. on March 20, 2025. Bidders are required to provide a certified check or bid bond of 5% of the base bid, and proposals will remain firm for 60 days after opening. The City reserves the right to reject any proposals and will evaluate bids based on overall favorability to the city's interests.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The contract requires successful bidders to post performance and payment bonds and comply with City Charter requirements. While no incumbent vendor is mentioned, the project includes detailed specifications for dredging operations with strict environmental controls, equipment requirements, and disposal guidelines. Contractors must apply for a City of Birmingham Soil Erosion and Sedimentation Control (SESC) permit at no cost and adhere to specific environmental considerations, including avoiding fish habitats and maintaining non-erosive flow from dewatering bags. The project includes provisions for yearly price increases to account for inflation, with contractors required to provide percentage increases for each contract year from July 15, 2026, through October 31, 2029. The City Council is scheduled to award the contract on May 5, 2025, with executed contracts and insurance due by April 14, 2025. Though a specific budget range is not explicitly stated, the project involves annual dredging and disposal services with potential for a multi-year contract value.
