About this opportunity
Catoosa County Board of Commissioners is soliciting sealed written bids for RFP 2025-20 to replace the sports facility lighting system at Jack Mattox Complex located at 941 Pine Grove Road, Ringgold, Georgia 30736. The project requires contractors to design and install a complete LED-based lighting system for nine venues, including seven baseball fields (ranging from 225 to 405 feet in dimension), batting cages (27' x 141'), and a playground (95' x 121'). The turnkey deliverable must include all equipment, labor, and materials necessary for a fully operational system with no contributions from the county, and contractors are responsible for obtaining all required permits. The system must integrate with CivicRec Software, feature remote on/off control with 3-stage dimming capabilities, web-based and mobile monitoring systems, and strict light spill limitations (0.03 horizontal footcandles at 150 feet maximum). Two sealed bid copies must be submitted by 2:00 p.m. EST on Thursday, October 30, 2025, to the Board of Commissioners office at 800 Lafayette Street, Ringgold, Georgia 30736. Written inquiries must be submitted by 12:00 p.m. EST on Friday, October 24, 2025, via email to BidQuestions@catoosa.com, with responses published by Monday, October 27, 2025. Evaluation criteria are weighted as follows: contractor qualifications and experience (40%), proposed materials' brand and warranty (25%), cost (20%), client references (10%), and RFP response quality (5%).
No set-aside designations or disadvantaged enterprise restrictions are specified in this procurement. Contractors must maintain minimum workers' compensation and general liability insurance with limits of at least $1,000,000 per occurrence, possess valid Georgia business licenses, and comply with the Georgia Immigration & Compliance Act requiring E-Verify participation for all employees and subcontractors. For bids exceeding $100,000, contractors must provide a 5% bid bond, with payment and performance bonds in the full amount of the contract required upon award notification. No incumbent vendor or current contractor information is identified in the procurement documents. The contractor is responsible for coordinating with the Tennessee Valley Authority (TVA) for any available rebates prior to demolition of existing fixtures and must accommodate 8-10 weeks for equipment delivery following submittal approval. All bids shall remain valid for sixty days from the bid opening date. The specific contract award value or budget range is not disclosed in the available procurement documents.
