This is an Addendum #1 Specification Document for a sports facility lighting system replacement project issued by Catoosa County Board of Commissioners for Jack Mattox Complex located in Ringgold, Georgia. The project involves replacing the lighting system at nine venues: seven baseball fields (Fields 1-7 ranging from 225 to 405 feet in dimension), batting cages (27' x 141'), and a playground (95' x 121'). The lighting system must be LED-based with guaranteed light levels not dropping below specified targets for 25 years. Sealed bids were due October 30, 2025, at 2:00 p.m. EST, with written inquiries required by October 24, 2025. The project requires coordination with existing electrical service, removal and disposal of existing poles and fixtures, installation of new galvanized steel poles and concrete foundations, directional boring as needed, new lighting control panels, and complete commissioning of the system. The contractor must allow 8-10 weeks from approval of submittals for equipment delivery and maintain all work schedules to minimize disruption to athletic activities.

The specification establishes comprehensive performance standards including maintained average illuminance levels of 50 foot-candles (FC) infield and 30 FC outfield for Fields 1-4, with corresponding grid point measurements and uniformity ratios. The lighting system must achieve a minimum color temperature of 5700K with CRI of 75, maximum energy consumption of 187.23 kW, and efficacy meeting DLC requirements of 105 lumens per watt. Environmental controls must strictly limit spill light to 0.03 horizontal footcandles at 150 feet with maximum vertical footcandles of 0.07 and maximum candela of 2,206. The electrical system operates on 480-volt, 3-phase power with voltage drop not exceeding 3 percent. The manufacturer must provide a 25-year warranty guaranteeing light levels, complete maintenance coverage including parts and labor for luminaire failures, remote on/off control with 3-stage dimming capabilities, web-based and mobile monitoring systems, and two-way TCP/IP communication support. All communication and monitoring costs for the 25-year period must be included in the bid.
