About this opportunity
Dalton Utilities is seeking a contractor to perform a comprehensive leak detection survey and pinpointing project within their water distribution system, specifically covering 125 miles of lines located in Ware County, Georgia. The procurement opportunity, identified as 2024LeakDetectionSurvey, requires the selected contractor to conduct a detailed survey of water distribution lines, valves, hydrants, and services, with a critical focus on identifying and documenting water leaks. The project deliverables must include a comprehensive report for each detected leak, which must document the precise location, size and type of facility, detailed leak description, equipment used for detection, estimated leak rate in gallons per minute, and a photographic record of the leak site. Each identified leak must be clearly marked in the field and thoroughly documented in the submitted report. The contractor will be expected to work alongside a Dalton Utilities field technician who will assist with locating mains, valves, services, and hydrants. The proposal is due by 10:00 AM on November 15th, 2024, with a specified project completion timeline of 60 calendar days from the notice to proceed. Any pot holing required to access water mains for testing purposes will be the contractor's responsibility.
While the procurement documents do not explicitly mention specific set-aside designations or restrictions for disadvantaged business enterprises, they do outline specific requirements for contractor qualifications. The contractor must provide comprehensive insurance coverage and comply with E-Verify requirements for themselves and any subcontractors. Though a specific budget range is not disclosed in the available documents, the project's scope suggests a significant municipal infrastructure investment focused on water system efficiency and leak mitigation. The contractor will be required to submit a detailed bid proposal that outlines their methodology, proposed equipment, and personnel planned for executing the leak detection survey. Progress billing will be permitted during the project, which provides financial flexibility for the selected vendor. While private service lines are not required to be pinpointed, any leaks discovered on such lines must be reported directly to Dalton Utilities, indicating a collaborative approach to comprehensive water system maintenance and potential repair interventions.
