About this opportunity

The City of Metter is seeking sealed proposals for the 2024 TIA & LRA Project, a municipal infrastructure initiative to be submitted by July 9, 2025, at 2:00 PM to the Metter Public Works Facility. Prospective bidders must attend a mandatory pre-bid conference on June 25, 2025, at 10:00 AM, where project scheduling, coordination requirements, and minority participation will be discussed. Plans and specifications can be obtained from EMC Engineering Services, Inc. for a non-refundable fee of $150.00, with full documentation available for inspection at the Metter Public Works Department. Bidders are required to submit a bid bond secured by a surety company, certified check, or cashier's check equal to at least 10% of the total bid amount. All proposals must comply with comprehensive federal and state regulatory requirements, including anti-discrimination statutes and labor standards.

Contractors must adhere to several critical compliance standards, including President's Executive Order Nos. 11246 and 11375, which prohibit employment discrimination, and must meet requirements of Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, and the Anti-Kickback Act. Specific utility contracting submissions must conform to O.C.G.A. Section 43-14-8.2, with successful bidders required to provide contract performance and payment bonds each representing 100% of the contract amount. While specific budget ranges are not explicitly stated, the comprehensive bonding and regulatory requirements suggest a substantial infrastructure project. The City of Metter reserves the right to reject any or all bids and waive any procedural informalities, maintaining flexibility in the procurement process. Minority and disadvantaged business enterprise participation appears to be encouraged, though specific set-aside percentages are not detailed in the procurement documentation.
