About this opportunity
The Town of Telluride, located in Teller County, Colorado, is soliciting sealed bids for the 2024 Street, Alley and Utility Improvements project through an Invitation for Bid (IFB). The procurement encompasses seven distinct work items involving street rehabilitation across multiple locations, including milling and overlaying sections of East and West Colorado Avenue, East Columbia Avenue, North Maple Street, and North Willow Street. The primary project objectives include removing existing asphalt, placing new compacted asphalt of varying depths (2-5 inches), and in some locations adding road base. Two bid alternates are included: the 400 Block Pandora East Half and the 600 Block West Colorado Avenue widening project. Bidders must submit a 5% bid bond and provide comprehensive documentation including a bid form, statement of qualifications, and subcontractor schedule. The bid submission deadline is March 15, 2024, at 3:00 PM local time, with the contract scheduled to commence on April 1, 2024. Project substantial completion is required by October 18, 2024, with final completion by November 1, 2024. The Town will evaluate bids based on criteria including the bidder's ability, capacity, skill, financial resources, legal compliance, and commitment to environmentally sound practices.
The procurement does not explicitly specify set-aside designations for disadvantaged enterprises, though local preference may factor into the award decision. Bidders must be qualified construction contractors capable of performing complex street rehabilitation work, with demonstrated experience in municipal infrastructure projects. Performance and payment bonds will be required for the awarded contract. While specific budget ranges are not detailed, the project will be funded through municipal sources using unit pricing for measurement and payment. The work involves various technical specifications, including construction stormwater management requirements, with contractors needing to prepare written erosion and sediment control plans. Bidders can submit proposals via hand delivery to the Public Works Facility, overnight mail, or email, with a recommendation to confirm receipt. Contractors will have flexibility in road surface removal methods, and the project includes detailed technical specifications for asphalt placement, road base preparation, and site-specific improvement requirements across multiple street locations in Telluride.
