About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for nine 2024 or newer Ski-Doo Skandic LE snowmobiles or equivalent units, with quotations due March 15, 2024 at 4:00 p.m. EST through the State of Maine's AdvantageME Vendor Self Service electronic procurement system.

The scope comprises nine units configured with Rotax 600 ACE engines, Arctic Desert color, electric starters, and sea-level calibration, plus fourteen specified accessories including passenger seats, windshields, cargo racks, and utility attachments. Six units deliver to Sebego Lake State Park in Casco, and three to Camden Hills State Park in Camden. Equivalent units are permitted if they do not significantly vary from specifications; the requesting Department of Agriculture, Conservation and Forestry makes final equivalency determinations and requires a comparative specification sheet with any equivalent bid.

Delivery must occur prior to the 2024–2025 winter season, with delivery timeframe factored into the award decision. Quotations must include all shipping costs under FOB Destination terms and exclude state and local taxes. All bids must be submitted on company letterhead with itemized goods lists, part numbers, prices, manufacturer product data sheets, and warranty information.

Evaluation is best-value, considering product quality, specification conformity, delivery timeframe, and pricing, with lowest price awarded among conforming bids. The State reserves the right to reject the lowest bidder based on documented poor performance or contract termination within five years. No best and final offers will be solicited. The State reserves the right to negotiate additional unit purchases at the bid price for six months following award. No guaranteed award quantity is associated with the solicitation; all purchases depend on bid results and departmental budget availability. Quotations bind for 180 days from opening. All submissions become public records following award announcement.
