About this opportunity

The State of Michigan, through the Michigan Department of Transportation, is soliciting bids for annual laboratory equipment calibration services through Request for Quote (RFQ) 24-160. The procurement seeks comprehensive calibration, preventive maintenance, and verification services for laboratory equipment and scales across multiple facilities including Soils, Metals, HMA (Hot Mix Asphalt), Concrete, and Concrete Research laboratories at the Statewide Testing Lab in Lansing, Michigan. The scope encompasses approximately 40 major testing machines and numerous related components such as compression/tension machines, load cells, extensometers, displacement transducers, hardness testers, and scales and balances requiring calibration in accordance with ASTM E4, ASTM D76, ASTM E74, and ASTM E467 standards. All calibration services must conform to ISO/IEC 17025 quality assurance standards, and service technicians must be fully trained with capability to access proprietary software and calibrate and adjust devices as needed. For scales and balances, vendors must be qualified to calibrate to a readability of 0.0001 g or higher with standards traceable to NIST. All work must be completed at the laboratory facility within 60 business days of receipt of order. The evaluation criteria prioritizes lowest-priced bids meeting all mandatory requirements on a pass/fail basis, including completion of the Vendor Questions Worksheet, acceptance of Standard Contract Terms, completion of Schedule A, and submission of the Calibration List Bid Worksheet with firm pricing that includes all costs such as setup charges, fees, and shipping. The deadline for vendor questions is January 2, 2024, at 3:00 p.m. Eastern, answers will be posted January 3, 2024, and bids are due January 10, 2024, at 3:00 p.m. Eastern.

The State reserves the right to consider prior performance and may evaluate qualified disabled veteran-owned or service-disabled veteran-owned businesses, with overall economic impact to Michigan as an additional consideration factor. Bidders must be registered with the State of Michigan purchasing system to be eligible. No incumbent contractor information or current vendor details are provided in the solicitation documents. The RFQ does not specify a contract term, renewal options, or overall budget range for the procurement, and no site visit or bidders conference is scheduled. Payment will be made through Electronic Funds Transfer within 45 calendar days of invoice receipt or final acceptance of deliverables, whichever is later, with invoices submitted via email meeting specific documentation requirements. All bids become public record upon receipt by the State.
