About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) issued an Invitation to Bid (ITB) for the procurement of global positioning system (GPS) collars for bighorn sheep research, specifically targeting Marion County. The procurement seeks 25 GPS collars with VHF beacons for adult bighorn sheep and 10 GPS collars with VHF beacons for juvenile bighorn sheep. The primary project objective is to identify foray probabilities and distances for juvenile and sub-adult bighorn sheep to evaluate disease transfer risks between wild and domestic sheep populations. Required collar specifications include Globalstar satellite service, user-programmable VHF frequency and schedule, mortality delay with notification, and a minimum two-year functional warranty. The bid solicitation required vendors to submit pricing for collar programming, activation, service fees, and shipping costs. Bids were due on December 2, 2022, at 3:00 PM Pacific Time, with a delivery requirement of late February 2023 for a March 2023 deployment. The contract would be awarded to the lowest responsive and responsible bidder.
The contract opportunity appeared open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. Three bidders submitted proposals: LOTEK Wireless INC at $34,530.10, North Star Science and Technology LLC at $60,450.00, and Vectronic-Aerospace at $32,127.88. After evaluation, ODFW determined Vectronic Aerospace of Coralville, Iowa, as the intended awardee, with their bid being the lowest at $32,127.88. No information was provided about incumbent vendors or specific integration requirements with existing infrastructure. The procurement was specifically scoped for ODFW and would service Marion County and the City of Salem, Oregon. The contract's total value is approximately $32,127.88, covering the purchase of 35 GPS collars with associated programming and service fees.
