About this opportunity

The State of Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Environment, Great Lakes, and Energy (EGLE), issued a Request for Proposals on December 16, 2019, for an Indefinite-Scope, Indefinite-Delivery (ISID) contract to procure professional laboratory testing services. The procurement seeks qualified contracted laboratories to provide comprehensive environmental testing capabilities including volatile organic compounds analysis, semi-volatile organic compounds analysis, metals analysis using ICP/AES and ICP/MS methods, pesticide analysis, polychlorinated biphenyls analysis, per- and polyfluoroalkyl substances (PFAS) analysis, and incremental sampling method (ISM) services across multiple sample matrices including soil, sediment, aqueous, oil/product, air, plant material, fish, biosolids, and foam. Deliverables include analytical testing results, quality assurance documentation, and compliance with applicable federal and state environmental regulations; key objectives include supporting EGLE's remediation and redevelopment activities when the internal EGLE Environmental Laboratory cannot provide services. Required qualifications include appropriate laboratory accreditations and certifications from recognized bodies (NELAC, federal, state, or nationally recognized accreditation bodies), prior experience with EGLE contracted laboratory services, a qualified Project Manager with minimum three years of project management experience and ten years of similar project experience, a comprehensive Quality Assurance Project Plan (QAPP), detailed organizational documentation with key personnel information, identification of any subcontractors with letters of intent, and demonstration of analytical capacity including instrument inventory and sample processing capability. The technical evaluation comprises 50 percent of the award decision, assessed on business organization (10%), accreditations and certificates (10%), experience and performance sampling (20%), quality assurance project plans (20%), requested services and capacity (30%), and special factors including proposed alternative PFAS methods (10%), while cost proposals constitute the remaining 50 percent based on per-sample costs (90%) and rush turnaround time multipliers (10%). The proposal due date was January 9, 2020, at 2:00 p.m. local time, with written questions required by December 11, 2019, at 5:00 p.m.; no mandatory pre-proposal meeting or site visits were conducted, and award recommendations were expected within thirty days following the proposal due date.

The procurement does not contain specific set-aside designations for disadvantaged or minority-owned enterprises, though Michigan-based business licenses are not required at the time of proposal submission. Proposing firms cannot simultaneously serve as subcontractors on other proposals for this solicitation, and subcontractor designation applies only to separate legal entities, not multiple laboratory locations within the same company. Firms must submit separate Professional Questionnaires and Task Cost Sheets for each of three service categories: All Services Except PFAS and ISM, PFAS, and ISM; bidders are not required to propose costs for all identified analytical tasks within the cost table. The contract structure allows for flexibility in service offerings, with contractors selecting which analyses to support based on their capabilities. The total contract value is not to exceed $1,000,000 across all assigned projects, with an initial contract term of three years from the award date and a potential one-year extension at the State's sole discretion; compensation is structured on a per-sample basis as specified in the detailed Cost Table, with specific pricing provided for expedited turnaround times ranging from 24-hour through 8-13 day premium service options. Individual work assignments are issued through Contract Orders on an as-needed basis, with contractors required to respond and begin work within two business days of written notification.
