About this opportunity
Sun Prairie Utilities, an enterprise fund of the City of Sun Prairie in Wisconsin, is seeking qualified architectural firms to conduct a comprehensive Facilities Operations Study. The study aims to analyze present and future space needs for office, fleet, warehouse, outdoor storage, and customer/employee parking for the utility's 35-person staff, while providing budgeted estimates for expansion and relocation solutions. The Request for Proposals (RFP) was issued on May 6, 2019, with a submittal deadline of June 13, 2019, at 4:30 PM CST, and questions were due by June 3, 2019. The selected contractor will be responsible for delivering a detailed study that includes an executive summary, study methodology, organization composition, fleet composition inventory, energy efficiency analysis, design criteria, future growth projections, space needs tabulation, relationship diagrams, floor plan diagrams, building construction technical narratives, code analysis, conceptual cost estimates, implementation schedules, and peer facility benchmarking. The evaluation criteria will assess demonstrated record of similar projects and reference checks (30%), written proposal (20%), team resources and qualifications (20%), cost (15%), proposed timeline (10%), and local vendor preference (5%). The study must be completed over a three-month period, with a Progress Workshop presentation in September 2019, a 90 percent draft final report due October 14, 2019, and final acceptance at the October 21, 2019 Utilities Commission meeting.
The RFP does not explicitly mention specific set-aside designations for disadvantaged enterprises. However, it does provide a local vendor preference for suppliers with a physical address within the City of Sun Prairie limits. No subcontracting is permitted, and proposers must provide comprehensive insurance coverage, including workers' compensation, commercial general liability, automobile liability, umbrella liability, and professional liability. The contract term is one year, commencing June 17, 2019, and ending June 17, 2020, with an option to extend for one additional year under mutual agreement. Contract extension pricing will be adjusted based on the Consumer Price Index for All Urban Consumers. While the exact award value is not specified, the contract stipulates that total compensation shall not exceed an amount to be determined by Sun Prairie Utilities. The utility will provide the awarded consultant with an updated Fleet/Equipment Asset Inventory List and overhead maps detailing office, fleet, and warehouse facilities. Sun Prairie Utilities reserves the right to reject any or all proposals and terminate the contract at any time with 30 days' written notice.
