About this opportunity

The Colorado Department of Public Safety, Division of Homeland Security and Emergency Management, is issuing a Documented Quote (DQ) solicitation for the procurement of two (2) new, unused 2018 Haulmark tandem-axle enclosed cargo trailers. The trailers must meet specific technical requirements including 7' x 16' dimensions, dual 3,500-pound tandem axles with electric brakes, radial tires, water-resistant flooring and walls, 7-foot interior height, lockable rear ramp door with spring-assist closure, side vents, LED exterior and interior lighting, and adjustable-height ball hitch. Additional requirements include four interior tie-down connection points, a side door with RB lock and cam bar, and stabilizer jacks. Comparable alternatives meeting all specifications are acceptable. All goods must be delivered Free-On-Board (FOB) Destination to the Division's facility in Centennial, Colorado, by June 30, 2018. The quote submission deadline is Tuesday, June 12, 2018, at 2:00 PM Mountain Time, with submissions accepted via email only to cdps_edo_bids@state.co.us. Bidders must submit completed pricing on Exhibit A, company information, a product specification sheet with pictures and color details, a Current Year State Substitute W9 form, and State EFT forms within seven business days of award. The cost must be inclusive of all necessary title and registration costs, and bidders must specify the number of days after receipt of order they can guarantee delivery.

A 5% preference will be granted to certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) that provide documentation of certification from the U.S. Department of Veterans Affairs. Reciprocity preferences for resident bidders apply per Colorado statute. The award period extends from the effective date of the purchase order through June 30, 2018, with the Colorado Department of Public Safety retaining discretion to exercise options to extend the award for up to four additional one-year periods. Any resultant award will be issued via State Purchase Order with terms and conditions accessible through the Colorado Office of the State Comptroller website. Protest procedures are available within three business days of award notification. No incumbent vendors, budget values, or specific award amounts are identified in the solicitation materials.
