About this opportunity
Morgan Community College (MCC) in Fort Morgan, Colorado, issued a Documented Quote solicitation for fiber optic cable and installation services at the main campus. The procurement requires the installation of two styles of fiber optic cable: Style 1 consists of 3,126 feet of interlocking 12-strand singlemode 9/125um tight buffer plenum cable with nine rack-mount fiber panels across multiple buildings, and Style 2 consists of 2,461 feet of OSP 12-strand singlemode 9/125um loose tube cable with three rack-mount fiber panels across additional buildings. Additional deliverables include 22 connectors, 24 splice trays, approximately 500 feet of 1-inch plenum inner duct corrugated piping, five wall penetrations with EMT stubs and fire caulking, 22 three-meter SC/LC singlemode jumpers, and comprehensive OTDR and insertion loss testing with a minimum one-year materials and labor warranty. All installation work must be performed during normal business hours (Monday through Friday, 7:00 a.m. to 5:00 p.m.) with minimal disruption to college operations. A mandatory site walkthrough was scheduled for February 1, 2017, at 10:00 a.m., with an alternative appointment available on February 2, 2017. The quote due date was February 15, 2017, at 11:00 a.m. MST, with an approximate project start date of March 27, 2017, and substantial completion date of March 31, 2017. Evaluation will be based primarily on the vendor's ability to meet specifications and requirements, with comparison of proposed total project costs as a key factor, and consideration given to payment terms, completion dates, and reference checks.
Vendors must be registered in the Colorado Vendor Self Service System (VSS) and must submit a completed W-9 form, Unauthorized Immigrant Certification, PERA Retiree Questionnaire, and SDVOSB Certification if applicable to be considered responsive. MCC requires all contractors to provide Certificates of Insurance meeting state requirements; projects exceeding $50,000 require a Bid Bond, and those exceeding $100,000 require both a Performance Bond and a Labor and Material Payment Bond equal to 100 percent of the accepted bid. Quotes must include all parts, labor, permits, and installation costs and remain firm for 90 days from the quote due date. All fiber optic cables and installation must meet industry standards and comply with fire code requirements, particularly plenum-rated cables for indoor use. MCC reserves the right to award items or projects to separate vendors or consolidate awards to a single vendor, and optional materials including Cisco switch fiber connectors and Cisco core switches may be included at MCC's discretion at the time of award. No incumbent vendors or existing contractors are identified in the solicitation documents, and no specific budget or award value is stated.
