About this opportunity
The California Strong Motion Instrumentation Program (CSMIP), operating within the California Geological Survey of the Department of Conservation, is soliciting data interpretation projects focused on analyzing and applying strong-motion seismic data. The procurement seeks contractors to conduct comprehensive research aimed at advancing understanding of ground shaking, building structural responses, and improving seismic code provisions. This contract opportunity, identified as RFx event 3480-0000000524, was posted on February 24, 2016, with proposals due by April 12, 2016, at 5:00 PM PDT, and a final deliverable date of July 6, 2018. The primary objectives include analyzing CSMIP and other strong-motion data to enhance seismic design practices and post-earthquake response strategies. Unlike traditional research grants, this contract mandates strict deliverable requirements and specific timetables, with oversight provided by the Strong Motion Instrumentation Advisory Committee (SMIAC) of the California Seismic Safety Commission. Potential bidders must demonstrate technical expertise in seismic data interpretation, structural engineering, and advanced analytical capabilities.
While the solicitation documents do not explicitly outline specific set-aside designations or vendor restrictions, the procurement appears open to qualified research institutions, engineering firms, and academic organizations with demonstrated expertise in seismic data analysis. The contract does not specify a precise award value or budget range, and no incumbent vendors are identified in the provided documentation. The procurement requires all bids to be submitted in US dollars, with a single line item for Data Interpretation and Analysis services. Bidders will likely be evaluated based on their technical capabilities, proposed methodology, research experience, and ability to meet the stringent project deliverables and timelines. The jurisdiction for this contract is specifically identified as San Francisco City, though the research implications are expected to have broader California statewide applications in understanding seismic event responses and improving structural design standards.
Opportunity text
The California Strong Motion Instrumentation Program (CSMIP) of the California Geological Survey, Department of Conservation, is funding data interpretation projects focusing on the analysis and application of CSMIP and other applicable strong-motion data. The goal of these projects is to further the understanding of strong ground shaking and the response of buildings and other structures, and to increase the utilization of strong motion data in improving seismic code provisions, and seismic design practices, and post-earthquake response. Projects funded as part of the CSMIP Data Interpretation Project are unlike many other grants in that CSMIP projects are contracted with requirements and timetables for products, as opposed to more flexible research grants. CSMIP is advised by the Strong Motion Instrumentation Advisory Committee (SMIAC), a committee of the California Seismic Safety Commission
