About this opportunity
The Maine Department of Inland Fisheries & Wildlife is requesting bids on approximately 2,000 adult ring-necked pheasants to support the state's public hunting season, with bids due May 23, 2012. Birds must originate from flocks certified by a veterinarian or appropriate state agricultural authority as negative for pullorum, typhoid, and West Nile Virus with no tuberculosis, infectious diseases, or unreasonable parasite loads for six months prior to delivery.
The scope requires full feathering with tail feathers averaging at least 8 inches in length, minimum weight of 2.5 pounds for males and 2.0 pounds for females, a minimum sex ratio of 50% males, and strong flight capability with intact or minimally clipped beaks. Birds from a single source are preferred. Delivery occurs at the Wells Transportation Facility/Amtrak Station near Exit 19 of the Maine Turnpike, with the first delivery of at least 600 birds required prior to October 1, followed by at least two additional stockings prior to November 1 with a minimum one-week interval between subsequent deliveries. Morning deliveries, preferably before 9:00 a.m., must be coordinated with Regional Wildlife Biologist Scott Lindsay. Transport crates must be new or properly disinfected. Documentation of all medicines and vaccines administered must be provided before delivery. The provider is responsible for replacing any dead, injured, or missing birds at no additional cost prior to the final season release.
Awards are made to the lowest responsible bidder offering the best value to the State of Maine, with consideration given to quality, conformity to specifications, delivery dates, and overall economy. All transportation charges are prepaid and at the contractor's expense. Tie bids favor in-state bidders or those offering commodities produced or manufactured in Maine. The state reserves the right to inspect the provider's facility and reject birds not meeting specified criteria.
