About this opportunity
The Maine Department of Transportation is requesting bids for 2,347 wood sign posts across five regional facilities (Scarborough, Augusta, Dixfield, Bangor, and Caribou) under a 2008 procurement with bids due April 18, 2008.
The scope spans ten line items of rectangular, straight, and sound timber posts in dimensions ranging from 4"×4"×14' to 6"×6"×20', manufactured from live native spruce, hemlock, cedar, or Douglas Fir, sawn true and planed on all four sides with dimensional tolerances of one inch in length and one-quarter inch in width or thickness. Certain sizes require drilled breakaway holes perpendicular to traffic at specified heights to meet safety standards. When pressure-treated wood is specified, posts must be Yellow Pine Number 2 or better treated with .40 CCA, D4 S, conforming to AWPA Standard P-5 or Federal Standard TT-W-550. Regional distribution quantities vary by facility and post size, with Augusta requiring the largest single allocation of 795 posts for the 4"×6"×14' size.
Awards will be made to the lowest responsible bidder offering best value, with evaluation criteria including service quality, supply conformity, delivery date, and ultimate cost. In cases of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. Bidders must submit separate unit prices for each line item, specify payment terms and cash discounts (discounts under 20 days are not considered in award due to standard accounting procedures), and prepay all transportation charges unless otherwise specified. The State is exempt from Federal and State sales taxes. No contract may be assigned, sublet, or transferred without written consent from the Director. Bids must be submitted electronically to the Division of Purchases, Room 119, 9 State House Station, State Office Building, Augusta, Maine.
