About this opportunity
The City of Scranton, located in Lackawanna County, Pennsylvania, is seeking sealed bids for approximately 2,000 tons of Anti-Skid Sand (Type AS3, similar to AASHTO#8) for use during the winter period from October 25, 2024, through April 30, 2025. The procurement is being conducted through the City's e-Procurement Portal, with bids due by 10:30 am on October 17, 2024. Vendors must register on the portal to access bid documents and submit proposals, with a deadline for submitting questions set for 2:00 pm on October 16, 2024. The anti-skid sand will be delivered on an as-needed basis to the Department of Public Works at 101 West Poplar Street in Scranton, and must conform to PennDot specifications. Bidders are required to provide a per-ton delivered price and submit comprehensive documentation including statements of services, experience, personnel details, and various required affidavits such as Non-Collusion and Affirmative Action Certification.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The City reserves the right to reject any and all bids and will select the lowest responsible bidder who meets the specified requirements. Successful bidders must maintain appropriate insurance coverage and comply with federal, state, and local regulations. While no specific budget range is provided, the contract is structured as a requirements contract with flexibility in the actual quantity of anti-skid sand to be purchased (noted as "2000 TONS (MORE OR LESS)"). Vendors must demonstrate capability to deliver the material throughout the six-month contract period, with potential delivery expected immediately upon contract award. Technical support for the bidding process is available through OpenGov's software platform, with assistance accessible via real-time chat or email at support@procurenow.com.
