The Commonwealth of Kentucky's Department of Agriculture, through the Office of Agricultural Marketing & Product Promotion, is procuring two enclosed cargo trailers: one 20-foot box trailer and one 24-foot box trailer to be delivered to 111 Corporate Drive, Frankfort, Kentucky 40160. Both trailers must be new equipment in first-class condition and of the latest or current year model, constructed with identical specifications including aluminum frame construction with minimum 11-gauge rating, rounded seamless aluminum roofs, electric brakes, tandem torsion axles rated at 7,000 pounds each, and ST235/80R16 radial tires with E-10 ply rating. Interior requirements include insulated walls and ceilings, rubber tread plate flooring, three LED interior lights (four preferred), full-length electric awnings, E-track systems, and six welded D-ring anchors rated at 5,000 pounds each; exteriors must feature black coloring with blackout wheels and trim, reflective conspicuity tape, and barlock closures on all doors. The request for bid (RFB 758 2500000678) was posted on May 9, 2025, with written vendor questions due by May 16, 2025 at 10:00 AM ET; the bid closing date was extended to May 27, 2025 at 1:30 PM ET with a bid reading scheduled for 3:30 PM ET the same day. All bidders must submit responses electronically through the Commonwealth's eProcurement system and must be registered in the Vendor Self Service System at least 24-48 hours prior to submission. Award will be made on a best value basis to a single vendor for all line items, with evaluation using 90 points for price (lowest bidder receives maximum points with subsequent bidders scored proportionally) and 10 points for delivery performance, with preferred delivery by June 30, 2025; late delivery will result in a one percent per day deduction from invoices. Proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and all quotations must be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis with vendors responsible for all shipping costs, exclusive of federal excise tax and Kentucky sales or use tax.
Kentucky resident bidders receive statutory preference, and qualified bidders including Kentucky Correctional Industries and nonprofits serving individuals with severe disabilities are eligible to participate; Kentucky Correctional Industries receives a 20 percent preference while other qualified bidders receive a 15 percent preference. Prior to award, successful bidders must submit required documentation including Revenue Form 10A100 (Kentucky Tax Registration), notarized affidavits attesting to compliance with Kentucky campaign finance laws and confirming their business status claims, EEO forms if applicable, proof of Secretary of State registration for foreign entities, and a Certificate of Insurance showing Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate with the Commonwealth named as additional insured; if the contractor performs delivery, Auto liability insurance of $1,000,000 combined single limit is also required. The contract includes a 30-day cancellation clause and standard Commonwealth payment terms of 30 working days after receipt of goods or invoice. No specific incumbent vendors or budget values are identified in the solicitation documents.
