About this opportunity

The State of Illinois, through the Office of Welfare Reform (OWR), is soliciting bids for the procurement of two (2) new small to mid-size passenger Sport Utility Vehicles equipped with gas or hybrid engines and all-wheel drive capability. The vehicles must be 2024 model year or newer, featuring a 4-door configuration, minimum 2.5L gas hybrid engine (non-plug-in hybrid only), seating for at least four passengers, and standard equipment including air conditioning, cruise control, power doors and locks, remote key fobs, blind spot monitoring, Bluetooth compatibility, and backup camera systems. All vehicles must be unused with fewer than 250 miles on the odometer and fully prepared for delivery in accordance with manufacturer specifications, complete with manufacturer window stickers showing EPA mileage information. Qualified vendors must be the vehicle manufacturer, an authorized dealer, or a distributor capable of providing genuine OEM parts, assemblies, accessories, and original manufacturer warranties. Vehicles must be delivered to the IDOT Yard at 650 North Lincoln Avenue, Springfield, Illinois 62702, by June 30, 2026, Monday through Friday between 8:30 a.m. and 2:00 p.m. CST, with vendors required to provide three business days' advance notice prior to delivery. The bid submission deadline is April 16, 2026, with the posting date of April 8, 2026. Each vehicle shall include a minimum one-quarter tank of fuel, full-size spare tire, owner/operator manuals, and manufacturer's certificate of origin or title upon delivery.

The State of Illinois retains comprehensive inspection and quality assurance rights, permitting vehicle inspection within thirty days of delivery and reserving the right to reject non-conforming vehicles at the vendor's expense or require remediation at no cost to the agency. The State may request replacement or repair of non-conforming components discovered within one year of receipt and reserves discretion to waive minor deficiencies or technical variances if determined to be in the agency's best interest. All vendors, contractors, and subcontractors must comply with the Standard Illinois Certifications, which establish 33 distinct compliance requirements encompassing legal standing, financial integrity, employment practices, environmental compliance, and anti-corruption measures, with mandatory recertification by January 1 of each subsequent fiscal year for contracts exceeding one year. Vendors must maintain comprehensive insurance coverage including $1,000,000 general commercial liability per occurrence and $2,000,000 annual aggregate, plus auto liability and workers' compensation insurance. Payment will be governed by the Illinois Prompt Payment Act with invoicing required by July 31st for services completed through June 30th, and contracts valued at $1,000 or more are subject to a $15 processing fee deducted from the first payment. No specific set-aside designations for disadvantaged enterprises, incumbent vendors, or budget ranges are indicated in the available procurement documentation.
