About this opportunity
The Illinois Department of Transportation (IDOT) is requesting bids for resurfacing 2.82 miles of IL Route 150 from 0.2 miles north of Cutler (Reeses Hill Road) to the IL 154 intersection in Piatt County under Contract No. 78C25, Section 111RS-4, with electronic bids due June 12, 2026 at 12:00 p.m. through the iCX-Integrated Contractors Exchange system. The project is funded through Federal-aid funds and District 9 construction funds, triggering compliance with Federal-aid contract requirements including EEO certifications, prevailing wage requirements, payroll reporting, and DBE subcontractor payment reporting.
The scope includes pavement patching, HMA surface removal, placement of 1/2-inch HMA binder and surface course, installation of raised reflective pavement markers, and pavement markings. The contract incorporates the Standard Specifications for Road and Bridge Construction (adopted January 1, 2022, revised January 1, 2026) with supplemental and special provisions addressing reflective crack control treatment using systems A, B, or C at contractor option; automated flagger assistance devices; bituminous materials and fuel cost adjustments based on published price indices; and compensable delay costs for utility conflicts and Department-caused delays. Contractors must maintain the highway open to at least one lane of traffic at all times and two lanes to the greatest extent possible, with access to all public roads and private entrances maintained throughout construction.
Contractors must provide evidence of IDOT prequalification. Multiple utility companies—Ameren Illinois, Clearwave Fiber, Frontier Communications, and Washington County Water Co.—have facilities within the project limits and must be notified prior to construction. The contract will be awarded to the lowest responsive and responsible bidder.
