About this opportunity
The City of Long Beach, Financial Management Department, Fleet Services Bureau is soliciting bids on two current-model Safe Boats 29 full cabin vessels for the Long Beach Police Department Port Division under ITB FM-26-671, with bids due December 11, 2025 (note: one attached document states December 16, 2025 at 11:00 a.m. Pacific Time; this discrepancy should be clarified before submission). A local-vendor preference allowing a ten percent bid price reduction for evaluation purposes, with a maximum preference cap of $50,000, applies to Long Beach-based businesses meeting specified criteria.
The scope requires two identical 31 feet 4 inches vessels with 10-foot beam, dual Yamaha 350 DES engines, Furuno navigation and electronics systems, FLIR thermal imaging, emergency lighting, dive equipment, air conditioning and heating, and Westerbeke 5.0 kilowatt generator. Bidders must be factory-authorized Safe Boats full-line dealers and Yamaha certified service providers. Deliveries must occur within 24 months of order receipt on a free on board basis to City-specified destinations. The awardee must establish a warranty and repair facility within 50 miles of Long Beach City Hall and guarantee the complete boats and trailers against defects in material and workmanship for three years from service-placement date, with warranty acknowledgment required within one working day and all repairs at manufacturer expense. The contractor must provide two days of familiarization training for up to 10 LBPD personnel, six-hour commissioning with sea trials, complete operational and service manuals for all major components, and pickup service from Long Beach within 24 hours of notification.
Bid pricing must be firm and include all shipping, handling, unloading, and ancillary costs; no additional fees for restocking, service, fuel surcharges, or environmental charges are permitted. Questions are due November 25, 2025. The contractor must maintain comprehensive general liability insurance of $1 million per occurrence and $2 million in aggregate, workers' compensation of $1 million per accident, and automobile liability of $500,000 combined single limit. Payment terms are NET 30 days from invoice receipt following delivery and acceptance. The City reserves the right to award based on lowest responsive and responsible bidder and stated delivery time. Safe Boats International, LLC of Bremerton, Washington is the apparent low bidder.
