The scope includes landscaping and concrete sidewalk allowances totaling $15,000, with Troup County responsible for obtaining permits, site preparation, utility provision, and data/networking infrastructure. Sealed proposals must be submitted to the Troup County Purchasing Department at 100 Ridley Avenue, Suite 3100, by 2:00 p.m. on March 26, 2026, with a mandatory pre-bid meeting scheduled for February 26, 2026, at 2:00 p.m. at the jobsite. All requests for clarification must be submitted via email to Ramona Gillham at rgillham@troupcountyga.gov by March 19, 2026, and the anticipated project start date is April/May 2026, with substantial completion required within 180 consecutive calendar days.
The award will be made on a lump sum basis to the most qualified bidder whose proposal provides the best value and meets Troup County's requirements. Bidders must submit a completed proposal form, a 5% bid bond, detailed project proposals demonstrating RFP compliance, contractor qualifications documentation, and written warranty information, with the successful bidder required to execute an AIA Document A101 (2017 edition) contract within ten days of acceptance and provide Performance and Payment Bonds equal to 100% of the contract price. Comprehensive liability insurance naming the County as co-insured, workers' compensation insurance, and vendor application forms are required prior to work commencement, and all subcontractors must complete e-verify forms before beginning work. No specific budget range or contract value is disclosed in the procurement documents, though the detailed scope of work and architectural specifications provided in the site plan, floor plan, elevation drawing, and electrical plan documents serve as the foundation for cost estimation.
