About this opportunity

The California Department of Forestry and Fire Protection (CAL FIRE) is seeking a contractor to provide temporary lodging and kitchen services for the Glenwood Fire Crew in San Mateo and Santa Cruz Counties. The procurement, identified as Invitation for Bid #1CA07159, requires a vendor to supply comprehensive temporary housing for approximately 35 fire crew members while their permanent facility undergoes renovation. Specific requirements include providing 18 double-occupancy rooms with bathrooms, climate control, Wi-Fi, laundry facilities, common areas, kitchen access, and secure parking for 70 vehicles, including crew buses and utility vehicles. The contract is scheduled to commence on March 1, 2025, with an estimated duration through August 31, 2025, providing 24/7 services including state holidays. Bids must be electronically submitted to Bids@fire.ca.gov by January 3, 2025, at 5:00 p.m., with a bid opening on January 6, 2025, at 11:30 a.m. CAL FIRE reserves the right to cancel the contract immediately if the permanent Glenwood Fire Center becomes available for occupancy.

The procurement has specific set-aside designations and participation goals, including a 25% Small Business participation requirement and encouragement of Micro Businesses to submit bids. While no Disabled Veteran Business Enterprise (DVBE) goal is mandated, DVBE participation is encouraged with potential incentives. Contractors must be located within San Mateo and Santa Cruz Counties and carry $1,000,000 in general liability insurance, workers' compensation, and commercial automobile insurance. Subcontracting is explicitly prohibited under this agreement. The pricing structure requires daily rates for rooms and kitchen access, with billing only for occupied rooms, and an estimated 671 days of potential occupancy. Contractors must also comply with economic sanctions against Russia per Executive Order N-6-22 and cannot be among the 500 largest tax delinquencies in California. While no specific total contract value is provided, the daily rate structure and estimated occupancy suggest a significant potential contract value for the selected vendor.
