The project is FEMA Hazard Mitigation Grant Program funded following a federal disaster declaration.
The scope spans two turnkey generator installations: a 100 kW diesel unit at 355 Frank Allen Road in Cashiers and a 130 kW diesel unit at 88 Cullowhee Mountain Road in Cullowhee, each serving a recreation center designated as an emergency shelter. Each installation includes an automatic transfer switch, concrete pad, fuel storage tank, electrical connections, all permits, and labor. Generators must be located outside Special Flood Hazard Areas or elevated above regulatory flood protection elevations per FEMA standards (44 C.F.R.), ASCE 24, and local floodplain ordinances. All work must comply with North Carolina state building codes. Vendors must employ a Construction Manager licensed as a North Carolina General Contractor, maintain liability insurance, and provide proof of financial stability. A one-year manufacturer's warranty and third-party ten-year structural warranty are required. Equipment must include remote monitoring capabilities and full-tank fuel for initial testing.
Pricing is firm fixed with no allowance for change orders based on unforeseen site conditions. Cost submissions must itemize generator cost, ATS cost, miscellaneous materials, project management and labor, and total time to completion. The contract term is twelve months from final execution, with the state retaining options to renew for an additional six months and extend further as needed. Written questions are due August 21, 2026, at 2:00 PM, with state responses due by August 25. The pre-bid site visit begins at 10:00 AM at Cashiers and 11:30 AM at Cullowhee. Bids will be publicly opened via Microsoft Teams. Vendors must be registered with the North Carolina Secretary of State. Monthly progress reports are due by the tenth of each month.
