About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration, Design & Construction Division is soliciting design-build bids for restoration and repairs to the Crowner Drive Garage at 7064 Crowner Drive, Dimondale, Michigan (File 171/26426), with bids due October 29, 2026 at 2:00 p.m. Eastern Time through SIGMA VSS. Bidders over $250,000 must complete the Certification of Michigan Based Business, and a Qualified Disabled Veteran (QDV) preference of 10% off the evaluated bid price applies where the bidder qualifies and submits the required documentation.

Scope covers replacing pressure-treated wood sill plates, metal siding with pre-finished corrugated metal, windows with translucent panels, wall girts and wood blocking, side-swinging hollow metal doors and frames with hot-dip galvanized units, and steel box gutters and downspouts, along with 50% and 90% construction document reviews. The design-builder must secure all plan review and construction permits from the Bureau of Construction Codes and provide a full-time on-site superintendent employed directly by the design-builder. Addendum 1, issued October 23, 2026, adds Alternate Bid 1 (removal and replacement of prefinished metal roof panels with matching materials) and Alternate Bid 2 (electrical conduit, wiring, devices, and lighting replacement under the Michigan Electrical Code), and makes steel door jamb replacement at overhead doors a base bid item. The same addendum incorporates Eaton County prevailing wage rates effective November 2025 through April 2026, with journeyman rates from $36.87 to $110.76 per hour depending on classification.

Base bids are structured as Not-To-Exceed pricing across Design Services, Construction/Trade Labor/Subcontractors (including a $15,000 provisional allowance), General Conditions, Overhead and Profit as a percentage, and Management. Bid security is 5% of the base bid, and performance and payment bonds equal to the total contract price are required for contracts over $50,000. Contract completion is 150 calendar days from Notice-to-Proceed, with liquidated damages of $500 per calendar day for delays beyond substantial completion. Bids must remain valid for at least 60 calendar days after opening. Required insurance includes $1 million per occurrence commercial general liability, vehicle liability, and statutory workers' compensation. Certified payroll is due to the Department of Labor and Economic Opportunity within 10 days after each pay period.

Submittals must include business organization and team composition, scope understanding, work plan and schedule, key personnel with resumes, design-build hourly billing rates by job title and individual, and references for at least three similar completed projects. Questions closed October 22, 2026, and the mandatory pre-bid walkthrough was held October 19, 2026.
