About this opportunity
The Michigan Department of Technology, Management and Budget is issuing a Request for Qualifications (RFQ) for construction management services related to the Michigan School for the Deaf New Dormitory project located at 1235 W. Court Street, Flint, Michigan in Genesee County. The procurement seeks qualified construction management firms to provide comprehensive preconstruction and construction management services for a new residential dormitory facility designed to serve 120 deaf, hard-of-hearing, and deafplus students. Key deliverables include design recommendations, competitive bid package assembly, trade contractor management, critical path method schedules, value engineering analysis, trade contractor qualification and selection, on-site construction supervision, quality control oversight, record documentation, and substantial completion procedures. The facility will encompass 69,953 square feet and include eight residential cottages, six independent living apartments, a central commons area, and ancillary support spaces designed according to DeafSpace principles. Eligible firms must demonstrate experience with at least three comparable projects valued at $30 million or more completed within the past ten years and provide references from project owners. Proposals must include an organizational chart and detailed resumes for key personnel including the project manager, superintendent, and preconstruction lead. The RFQ submission deadline is Thursday, April 16, 2026, at 2:00 p.m. Eastern Time through the State of Michigan Procurement System (SIGMA VSS), with written inquiries due by April 8, 2026, and responses posted by April 10, 2026. The anticipated project schedule includes program finalization from June 16 through July 24, 2026, preliminary and final design from July 27, 2026 through February 28, 2027, construction commencement on March 1, 2027, substantial completion by May 1, 2028, and move-in on June 1, 2028. Selection will be based on evaluation of submitted qualifications, with selected firms invited to submit detailed technical proposals and participate in interviews.
Respondents must complete the Certification of Michigan Based Business form to demonstrate significant business presence in Michigan and the Responsibility Certification form attesting to compliance with prevailing wage laws, occupational health and safety regulations, civil rights requirements, and absence of disqualifying criminal convictions within the past three years. The contract incorporates Michigan prevailing wage requirements and Davis-Bacon wage requirements if federal funding applies. The estimated construction budget is $30 million, with the compensation structure operating on a not-to-exceed basis that includes separate allocations for preconstruction and construction phases, fixed CM fees, hourly direct billing for project staff, general condition expenses, and reimbursable trade contract costs and contingency allowances. The CM firm must provide performance and payment bonds covering the full contract value, commercial general liability insurance of $2,000,000 per occurrence, and pollution liability insurance of $2,000,000 per occurrence. Individual submission attachments are limited to 25 megabytes, and responses must be uploaded directly to SIGMA VSS with facsimiles and emails rejected. The State of Michigan reserves the right to reject any and all applicants and may terminate the selection process at any time.
