About this opportunity

The State of Michigan Department of Technology, Management and Budget is issuing a Request for Qualifications (RFQ) for Construction Management (CM) services for the Michigan School for the Deaf New Dormitory project located at 1235 West Court Street, Flint, Michigan. This procurement seeks qualified construction management firms to provide comprehensive preconstruction and construction phase services for a new 69,953 gross square-foot residential dormitory facility designed to house 120 deaf, hard-of-hearing, and deafplus students. Key deliverables include preconstruction services such as design review, value engineering, budget preparation, contractor qualification, and competitive bidding management, as well as construction phase services encompassing supervision, quality control, schedule management, change order processing, and closeout documentation. The project incorporates DeafSpace design principles with eight residential cottages housing 12-14 students each, six independent living apartments for 24 residents, and a central commons area with educational and administrative facilities. Selected firms must demonstrate relevant experience by providing at least three examples of similar projects valued at $30 million or more completed within the past ten years, along with owner references, and must submit organizational charts, resumes for key personnel (project manager, superintendent, and preconstruction lead), descriptions of proposed consultants, and detailed responses addressing cost control methods, schedule development, quality control procedures, experience with multiple user groups, and BIM capabilities. Evaluation criteria include the firm's qualifications, experience, proposed team composition, project management approach, and demonstrated understanding of specialized facility requirements. Electronic responses must be submitted through the State of Michigan Procurement System (SIGMA VSS) by April 16, 2026, at 2:00 p.m. Eastern Time, with written inquiries due by April 8, 2026, and responses posted by April 10, 2026; the anticipated project schedule includes program finalization from June 16 to July 24, 2026, design phases through February 28, 2027, construction from March 1, 2027, to May 1, 2028, with facility move-in on June 1, 2028.

Responding firms must comply with Michigan business status certification requirements, demonstrating Michigan business operations through documented tax filings or income tax activity during the 12 months preceding the bid deadline, and must certify responsibility and integrity by confirming no criminal convictions, felony convictions, license suspensions, tax payment failures, debarment actions, or violations of prevailing wage, occupational health and safety, civil rights, or environmental protection laws within the past three years. The project is subject to prevailing wage requirements as a state-funded initiative and will incorporate Davis-Bacon Act compliance provisions if federal funding is involved; all trade contractors must comply with these wage requirements and facility-specific security and operational procedures. The selected construction management firm must secure Performance and Payment Bonds equal to the full contract value, maintain Commercial General Liability insurance with minimum limits of $2,000,000 per occurrence, and carry Construction Manager's Professional Liability coverage of $3,000,000 per claim. The estimated construction budget for the project is $30 million for the residence hall at $507.13 per square foot, plus approximately $4.9 million for site improvements and $1.1 million for razing existing structures, representing a total project value of approximately $36 million. No incumbent vendors or current contractors are identified in the procurement documents, and the contract will be structured as a guaranteed maximum price (GMP) compensation model with monthly payments made within thirty days of certified payment requests through electronic funds transfer via the State's SIGMA system, governed by Michigan law and incorporating MICHSPEC standard construction contract conditions.
