About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division is soliciting a Request for Qualifications (RFQ) for Construction Management Services for the Michigan School for the Deaf New Dormitory project located at 1235 W. Court Street in Flint, Michigan, within Genesee County. The procurement seeks qualified construction management firms to provide preconstruction and construction management services for a new residential dormitory building designed to accommodate 120 students through eight age-segregated and gender-segregated cottages, six independent living apartments, and a central commons area totaling approximately 69,953 gross square feet. Qualified firms must demonstrate relevant experience by providing at least three examples of similar or comparable projects valued at $30 million or more completed within the past ten years, along with owner references and contact information. Responses must include organizational charts, resumes for key personnel including the project manager, superintendent, and preconstruction lead, descriptions of proposed consultants and their experience, and documentation addressing cost control methods, project scheduling practices, quality control procedures, experience working with multiple user groups, BIM and virtual design capabilities, project management software usage, and construction issue resolution processes. Firms must also disclose current workload information, including projects in preconstruction and construction phases with associated dollar values and bonding capacity. Responses are due by 2:00 p.m. Eastern Time on Thursday, April 16, 2026, with written questions submitted to project director Sheryl Ananich at ananichs@michigan.gov by 2:00 p.m. on Wednesday, April 8, 2026, and written responses posted as addenda by Friday, April 10, 2026. The project schedule includes program finalization from June 16 through July 24, 2026; preliminary and final design from July 27, 2026 through February 28, 2027; construction start on March 1, 2027; substantial completion by May 1, 2028; and move-in on June 1, 2028.

Respondents must complete mandatory Michigan Business Certification and Responsibility Certification forms, with the Michigan Business certification requiring demonstration of significant business presence in Michigan during the 12 months preceding the bid deadline through filing a Michigan single business tax return, filing a Michigan income tax return showing in-state income, or withholding Michigan income tax from owner compensation. The Responsibility Certification requires vendors to certify that within the past three years, the bidder, its officers, and owners of 25 percent or greater interest have not been convicted of criminal offenses related to contract performance, felonies, crimes reflecting negatively on business integrity, or violations of prevailing wage requirements, occupational safety standards, and civil rights protections, with false submissions constituting a felony subject to debarment. Responses must be submitted through SIGMA Vendor VSS (State of Michigan Procurement System) with no facsimile or email submissions accepted except in cases approved by the Design and Construction Division on a case-by-case basis. The estimated construction budget for the project is $30 million for the building, with a total project cost of approximately $36,048,500 including site improvements and demolition of the existing structure, based on a Design-Bid-Build delivery method with prevailing wage labor rates and an estimated 18-month construction duration. Selected firms will be invited to submit technical proposals and participate in interviews to determine the final construction management firm selection.
