About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration Design & Construction Division is issuing a Request for Qualifications (RFQ) for Construction Management (CM) services for the Michigan School for the Deaf New Dormitory project located at 1235 W. Court Street, Flint, Michigan. The procurement seeks qualified CM firms to provide preconstruction and construction management services for a new 69,953 square-foot residential dormitory facility designed to accommodate 120 students in eight cottages of 12-14 students each, plus six independent living apartments for older students, incorporating DeafSpace principles for deaf and hard-of-hearing communities. Key deliverables include cost control methods, project scheduling development, quality control procedures, organizational charts and resumes for key personnel (project manager, superintendent, and preconstruction lead), demonstration of experience with multiple user groups, BIM and virtual design capabilities, and project management software platforms. Responding firms must demonstrate at least three examples of comparable projects valued at $30 million or more completed within the past 10 years and provide owner references with contact information. The anticipated project schedule includes program finalization from June 16 to July 24, 2026; preliminary and final design from July 27, 2026, to February 28, 2027; construction start on March 1, 2027; substantial completion on May 1, 2028; and move-in on June 1, 2028. Firms must submit one electronic copy of their qualification response through the State of Michigan Procurement System (SIGMA VSS) by Thursday, April 16, 2026, at 2:00 p.m. Eastern Time, with written questions due to Sheryl Ananich at ananichs@michigan.gov no later than 2:00 p.m. on Wednesday, April 8, 2026, and written responses posted via addenda by Friday, April 10, 2026.
Responding firms must complete a Certification of a Michigan Based Business form demonstrating significant business presence in Michigan during the 12 months preceding the bid deadline through filed tax returns or income tax filings, and must certify compliance through the Responsibility Certification form that within the past three years neither the bidder nor its officers or owners with 25% or greater interest have been convicted of criminal offenses related to state contracts, lost licenses, failed to maintain tax compliance, or been debarred from state or federal contracting. The certification forms must be completed and signed by an authorized agent, granting the Michigan Department of Treasury authority to verify business status and disclose information to the procuring agency, with false statements potentially resulting in proposal rejection, award termination, debarment, or criminal penalties of not less than $25,000. No incumbent vendors or current contractors are identified in the procurement documentation. The project site is located on land held through a lease agreement with the State of Michigan, with ground lease and site access agreements anticipated to establish site control by Summer 2026. The estimated construction budget for the project is $30 million. Selected firms will be invited to submit a technical proposal in response to a subsequent Request for Proposal and may participate in interviews if necessary.
