About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB) is requesting proposals for Construction Management services for the Michigan School for the Deaf New Dormitory project (File No. 171/26085.SAA), with proposals due June 25, 2026 at 2:00 p.m. Eastern Time. This RFP is issued to short-listed CM firms only. A mandatory pre-proposal sign-in meeting was held June 10, 2026 at 1:00 p.m.; written questions are due June 17, 2026 at 2:00 p.m. Eastern Time.

The scope encompasses comprehensive construction management services for preconstruction, construction, and post-construction phases of a new approximately 70,000 square foot dormitory facility accommodating 80–120 beds at 1235 W. Court Street, Flint, Michigan. The facility will include eight age-appropriate and sex-segregated residential cottages (96 students at 12–14 per cottage), six independent living apartments (24 residents), and commons areas with dining and activity spaces. The design must incorporate DeafSpace Design Guidelines principles emphasizing visual communication and accessible technology. The initial contract award is for Pre-Construction Services only, with intent to modify the contract for subsequent construction phases prior to commencing work. The Architect/Engineer is Stantec Architecture Inc., located in Berkley, Michigan. The construction start date is September 2027 with completion targeted June 2029.

The construction budget is projected at $30 million including contingency; final budget will be established through cost estimating between design professional and CM. Proposers must submit detailed cost proposals including CM fees, reimbursable expenses, project-direct staffing, site operations expenses, liability insurance, Performance and Payment bond expenses, builder's risk insurance, and general conditions expenses. The Construction Manager holds the project contingency with DTMB approval required for spending; a 10 percent overall project allowance has been budgeted for unforeseen items. No liquidated damages are associated with this project. No bid bond is required.

All contractors and subcontractors must complete annual State Project Registration with the Department of Labor and Economic Opportunity before bidding or starting work. Bidders must certify Michigan-based business status under MCL 18.264 and complete responsibility certification attesting to absence of criminal convictions, license suspensions, debarment, or tax failures within the past three years. Interviews are scheduled for July 13, 2026, with recommendations to the Director and contract execution expected in August 2026. Proposals must be submitted electronically through the State of Michigan Procurement System (SIGMA VSS) with signed acknowledgments of all addenda. RFP Addendum 1 was issued June 16, 2026, rescheduling interviews and correcting construction start to September 2027.
