About this opportunity
The Mississippi Department of Child Protection Services is soliciting proposals under RFP 2026QRTPGCTCC for a vendor to operate Qualified Residential Treatment Program, therapeutic group home, and supervised independent living services at the Mississippi Gulf Coast Therapeutic Continuum Campus, with proposals due November 24, 2026, at 12:00 p.m. Central Standard Time at the MDCPS office in Jackson. The solicitation carries no set-aside or preference program.
The operator will run three residential cottages (Seacrest, Bayview, and Cypress) with a maximum total capacity of 52 youth, plus a centralized service building for clinical, educational, and administrative functions. Served youth are ages 12–21 in MDCPS custody who have experienced placement instability and significant trauma and require intensive behavioral health treatment. The campus sits on the South Mississippi Regional Center grounds in Long Beach, Harrison County.
Minimum qualifications require at least five consecutive years operating QRTPs, PRTFs, therapeutic group homes, or similar programs; three project references scoring at least 12 points collectively; and independently audited financial statements demonstrating financial capacity. The awardee assumes staffing, licensure, accreditation, clinical services, educational coordination, transportation, food service, utilities, routine maintenance, facility provisioning, and quality assurance. MDCPS retains capital improvements, major infrastructure, campus oversight, lease management, facility renovation, placement authority, and interagency coordination.
The contract is firm-fixed-price, paid on a per-person, per-diem rate once the facility is fully operational, with startup costs amortized into the rates. The initial term runs seven years, March 1, 2027 through February 28, 2034, with three optional one-year renewals, subject to Public Procurement Review Board approval and available funding. After the first 12 months, annual price adjustments use 75 percent of the Employment Cost Index (ECI-001) and 25 percent of the Consumer Price Index for All Urban Consumers (CPI-U), subject to threshold limits and caps.
Offerors must register with the Mississippi Secretary of State and obtain MAGIC supplier registration before award. Within five business days of award, the awardee must provide debarment verification and a certificate of insurance. Offeror presentations are scheduled for December 1–4, 2026, and a Notice of Intent to Award is anticipated December 18, 2026.
