About this opportunity
The Mississippi Department of Child Protection Services (MDCPS) is soliciting quotes for solid waste disposal services at its Central Office located at 750 North State Street, Jackson, Mississippi through Quote Request No. 2026SWDS002 (RFx 3160008066). The contract will be awarded to the responsive, responsible vendor offering the lowest reasonable price based on a firm fixed-rate agreement with unit prices for each service remaining unchanged throughout the contract term. Compensation will be structured as monthly payments based on the actual number of pickups performed and properly invoiced at agreed-upon rates, with all pricing required to include associated costs and no additional or hidden fees. Critical deadlines include May 26, 2026, at 12:00 p.m. CT for submission of questions, written responses anticipated by May 29, 2026, June 5, 2026, at 12:00 p.m. CT for submission of complete quote packets via email to contracts@mdcps.ms.gov, and June 8, 2026, at 12:00 p.m. CT for final quote receipt. The anticipated contract term begins July 1, 2026, and ends June 30, 2027, with a potential renewal option for one additional one-year period at the same rates and terms. Required documentation includes a completed Quote Form (Attachment A), Certifications and Assurances (Attachment B), Debarment Verification Form (Attachment C), Proprietary Information Form (Attachment D), Contract Draft Acknowledgment (Attachment E), and Acknowledgement of Amendment (Attachment H) if applicable.
MDCPS welcomes participation from minority businesses and encourages minority vendor self-certification; however, no specific set-aside designations or restrictions limiting bidder eligibility have been identified in this procurement. Strongly encouraged documentation prior to contract execution includes Minority Vendor Self-Certification (Attachment F), E-Verify documentation if applicable, a completed W-9, proof of Mississippi Secretary of State registration, certificate of liability insurance, workers' compensation and general liability insurance with MDCPS listed as additional insured, and registration in MAGIC. No incumbent vendor, current contractor, or specific budget range has been identified for this procurement. Prospective bidders must demonstrate the capability to provide reliable solid waste collection and disposal services in compliance with all applicable regulations and must maintain appropriate insurance coverage as specified. MDCPS reserves the right to reject any and all quotes or modify the solicitation schedule or scope as necessary to meet its operational needs.
