About this opportunity

The Mississippi Division of Medicaid is issuing a Request for Applications (RFA) for a Model Care Coordinator/Grant Manager position to support the implementation of the Centers for Medicare and Medicaid Services (CMS) Cell and Gene Therapy Access Model. This procurement seeks to hire a contractor who will serve as the primary liaison for members receiving cell and gene therapies for sickle cell disease, with key responsibilities including guiding members through treatment pathways, conducting care coordination activities, managing member information and documentation, overseeing community outreach specialists, and supporting educational initiatives. The successful applicant must hold a minimum Bachelor's Degree from an accredited four-year college or university in Medical Sciences, Public Health, Social Work, or a related field, with preferred qualifications including a Master's Degree or nursing degree, two years of relevant professional experience in healthcare access or patient navigation/care coordination, and experience with advanced therapies or sickle cell disease populations. The position will be based at the Division of Medicaid's central office at the Walter Sillers Building in Jackson, Mississippi, with an initial contract term of approximately five years commencing April 1, 2026, and concluding December 31, 2030. Applications must be submitted by February 6, 2026, at 2:00 p.m. CST to procurement@medicaid.ms.gov and must include a signed application, resume, and three professional references. Questions regarding the RFA must be submitted by January 26, 2026, at 2:00 p.m. CST, with written responses provided by January 30, 2026, at 5:00 p.m. CST.

The compensation structure for this position is $50.48 per hour not to exceed 1,840 hours annually, resulting in a total annual compensation of $92,883.20, plus a DOM-provided FICA employer's share fringe rate of 7.65% ($7,105.56 annually) and annual travel reimbursement capped at $9,044, for a maximum total annual compensation of $109,032.76. The contractor will be classified as a contract worker receiving a W-2 for tax purposes and will be funded through the CGT Access Model Cooperative Agreement (CMS-2P2-25-001). The contract is subject to approval by both the Public Procurement Review Board (PPRB) and the Mississippi Department of Finance and Administration Office of Personal Service Contract Review (OPSCR). The RFA does not specify any set-aside designations or restrictions on the types of organizations or individuals that can respond, nor does it reference any incumbent contractors or existing infrastructure requirements for integration. This procurement is designed to identify an individual contractor rather than a vendor organization to fill a specific staffing need within the state's Medicaid program.
