The Virginia Department of Transportation is soliciting bids for janitorial services at Burke Area Headquarters and Chantilly Area Headquarters in Fairfax County under IFB 161178, with bids due September 18, 2026 at 10:00 a.m. EDT and a mandatory pre-bid conference on September 8, 2026 at 10:00 a.m. EDT at the Burke location. Attendance at the pre-bid conference is mandatory for bid eligibility. Services comprise daily janitorial operations five days per week (Monday through Friday, 7:00 a.m. to 2:30 p.m.) at both locations, plus semi-annual deep cleaning scheduled twice yearly in six-month intervals. The scope includes restroom maintenance, office and hallway cleaning, locker room cleaning, window washing, light fixture cleaning, floor sealing and polishing, and emergency cleaning during inclement weather or operational needs. The contractor must provide all labor, equipment, materials, supplies, and transportation at no additional cost to VDOT and is responsible for restroom supplies including toilet paper, paper towels, hand soap, and sanitary products. Bidders must demonstrate a minimum of five years' experience providing janitorial services and identify specific employees assigned to the contract.
Bid pricing consists of daily service rates and semi-annual service rates for each location, plus hourly rates for emergency services. The contract period runs from October 30, 2026, through October 29, 2027, with four optional one-year renewal periods. VDOT will award on a grand total basis to the lowest responsive and responsible bidder. Insurance requirements include workers' compensation, employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit). Contractors with more than 50 employees must register and participate in E-Verify. Bids must be submitted electronically via eVA, and a virtual public bid opening will occur on September 21, 2026, at 10:00 a.m. EDT.
