About this opportunity

The Mississippi Department of Corrections is requesting quotes for third-party COBRA administrative services with quotes due October 29, 2026 at 2:00 PM CST and questions due October 22, 2026. MDOC anticipates awarding a single contract to the responsive and responsible bidder with the lowest total evaluated quote.

The scope encompasses general COBRA administration, required notice distribution via accountable mail, premium billing and collection, maintenance of custodial accounts, COBRA continuant communications, toll-free customer service, online access and reporting, and transition assistance upon contract expiration or termination. Services will support MDOC health plans including medical, dental, vision, employee assistance, health flexible spending, and health reimbursement arrangement benefits. Optional ancillary services include mailing initial COBRA notices to current employees, inclusion of additional open enrollment materials, non-sufficient funds fees, and ad hoc reporting.

Bidders must propose pricing structured in four components: one-time implementation fees, per-qualified-beneficiary participant takeover fees, annual renewal fees, and monthly administration fees tiered by participant volume (up to 1,250 participants; 1,251–1,500; 1,501–2,000; and each additional 500 participants above 2,000). Pricing includes a 2% administrative-cost premium permitted under COBRA regulations, which the contractor may retain as additional compensation. Optional ancillary services must be disclosed in the quote or will not be charged without written amendment.

The contract commences on or about December 3, 2026 for an initial one-year term with four optional one-year renewal periods. Bidders must register with the State of Mississippi and the Mississippi Secretary of State's Business Services prior to award. MDOC reserves the right to cancel, amend, or reissue the solicitation and is not obligated to award a contract or reimburse proposal preparation costs.
