About this opportunity

The Pennsylvania Department of Conservation and Natural Resources, Bureau of Forestry, is procuring two 150-gallon short rear mount wildland fire skid units through an Invitation for Bid (IFB) process. The procurement is specific to Fulton County and Mcsherrystown Borough, with deliveries scheduled for the Buchanan State Forest Office. The skid units must be self-contained, modular firefighting units with precise technical specifications, including a 150-gallon polypropylene tank, 4-stage high-pressure pump, 18+ HP 4-stroke engine, Hannay stainless steel electric hose reel, and associated plumbing and accessories. Bidders are required to complete an electronic Invitation for Bid through the PA Supplier Portal and submit a Reciprocal Limitations Act Requirements form that lists the state of manufacture for the supplies. The bid was originally posted on January 8, 2018, with a due date of January 18, 2018, and potential bidders were instructed to direct technical questions to Joe Tate at (717) 787-5758 and contracting procedure questions to Nancy Weibley at (717) 783-2566. The contract will commence upon execution of a purchase order and terminate no later than March 23, 2018, with award determined by the lowest total sum bidder.

The IFB does not specify explicit set-aside designations or restrictions on respondent types, such as minority-owned or disadvantaged business enterprises. No incumbent vendors are identified in the procurement documents. The solicitation indicates that the Commonwealth will make a single award to the lowest responsive and responsible bidder, with potential contract quantity adjustments based on departmental needs. While specific budget ranges are not disclosed, bidders must comply with various certifications and disclosures, including provisions related to lobbying, Iran-free procurement, and contractor integrity. The Commonwealth reserves the right to extend the contract term for up to three additional months. Payment will be processed upon satisfactory completion of the contract, with invoices required to include the purchase order and vendor number. Bidders must also provide detailed technical drawings of the skid unit for review prior to award, ensuring compliance with the comprehensive technical specifications outlined in the procurement documents.
