About this opportunity
Texas Parks and Wildlife Department is requesting bids on eighteen 15-foot flat bottom all-welded aluminum boats, eighteen 25-horsepower outboard motors, and eighteen aluminum boat trailers for the Law Enforcement Division under IFB, with bids due August 21, 2026 at 2:00 p.m. Central Time. Respondents must hold an active and valid Marine Dealer License, Marine Distributor License, or Marine Manufacturer License under Parks and Wildlife Code 31.041 and provide current documentation verifying authorization to distribute the specific make and model of vessel being bid.
The boats must feature V-bow hulls constructed from 5052 alloy aluminum, flat bottoms with 42–48 inch width, tread plate flooring, and specified storage capacity. Outboard motors must be four-stroke, 25-horsepower units with electronic fuel injection and power tilt and trim. Trailers must be aluminum or galvanized steel construction with sufficient capacity for the boat and motor combination. Eighteen complete packages will be distributed across four regional Law Enforcement offices: five packages to Region 4 in College Station, four to Region 2 in Haltom City, four to Region 5 in San Antonio, and five to Region 7 in Temple.
Contract pricing must be submitted per unit with line-item costs for boat, fire extinguisher, motor, and trailer plus separate delivery fees for each region on a free-on-board destination basis, including all shipping, handling, fuel surcharges, and delivery. Optional accessories including GPS units may be awarded in part, in whole, or none based on funds availability and best value. New equipment only is acceptable; remanufactured or gray market items are prohibited. All items must carry the manufacturer's standard warranty for government use, beginning upon TPWD acceptance. Evaluation criteria include lowest price, boat design and safety, ability to meet requirements, delivery and service schedule, past performance, and life cycle cost. Bids are binding for 60 business days from the due date. TPWD will conduct pre-delivery inspection at the vendor's facility, with TPWD bearing travel costs for the initial inspection. Payment will be made within 30 days of invoice receipt or goods acceptance, whichever is later, by state warrant from the Comptroller of Public Accounts.
