About this opportunity

The Mississippi Department of Environmental Quality is soliciting bids on marine debris removal and monitoring services for Round Island under IFB 1470-27-R-IFBD-00011, with bids due August 31, 2026 and an optional pre-bid webinar on July 29.

The scope covers five cleanup events scheduled over a five-year contract term on approximately 76 acres of upland areas using hand collection and mechanical removal methods. Cleanup events must occur between November 1 and March 31 to avoid nesting seasons for protected sea turtles and shorebirds; contractors must propose event dates and logistics plans 14 days in advance. Contractors must provide shallow-draft vessel transportation capable of carrying mechanical equipment such as skid-steer loaders to the offshore island and handle all debris transport, proper disposal, data collection using EPA's Escaped Trash Assessment Protocol, and delivery of raw data spreadsheets and annual field summary reports within 30 days of each event. Qualified bidders must be licensed to do business in Mississippi and demonstrate experience with marine debris removal, coastal cleanup operations, hand collection and mechanical removal methods, compliance with federal Endangered Species Act requirements for sea turtles and shorebirds, and proper waste transport and disposal. Bidders must provide project management summaries, team resumes, references for at least ten similar projects completed within the past five years, professional certifications, a Mississippi Certificate of Good Standing, and completed MBE/WBE documentation.

Pricing must be submitted as firm fixed-price lump sum amounts on a per-event basis. The contract term is five years with potential renewal for up to five successive one-year periods under identical pricing and terms. Required insurance includes workers' compensation with $1,000,000 employer's liability limits, comprehensive general liability of $1,000,000 per occurrence/$2,000,000 aggregate, auto liability of $1,000,000 Combined Single Limit, and errors and omissions/professional liability coverage of $1,000,000.
