About this opportunity
The Mississippi Department of Environmental Quality (MDEQ) is soliciting sealed bids for professional emergency response and cleanup services for all types of environmental hazards on an as-needed basis under IFB 1470-27-R-IFBD-00007, with bids due October 12, 2026 at 3:00 p.m. CDT. Bidders must hold a valid Mississippi Certificate of Responsibility in Excavation and Grading plus one hazardous materials specialty classification and a U.S. Coast Guard Oil Spill Response Organization Classification — core eligibility filters.
The scope encompasses containment and recovery of contaminants, site monitoring with air surveillance and environmental sampling, sample analysis with twenty-four-hour laboratory services, neutralization of releases, decontamination of personnel and equipment, removal of contaminants from vessels, hazardous and non-hazardous material transportation, spill response equipment deployment, and excavation activities. The contract is an indefinite-delivery, as-needed arrangement with no guaranteed minimum volume of work orders.
The total contract award is capped at $3 million over a maximum five-year period of performance. Compensation is structured as firm fixed price based on a detailed rate sheet covering personnel at various levels (recovery technicians, foremen, supervisors, response managers, and health and safety professionals) with specified hourly and overtime rates, plus extensive equipment categories including heavy machinery, monitoring devices, boats, pumps, vacuum trucks, and specialized response equipment. Contractors may request annual rate adjustments up to two percent and may claim reimbursement for subcontractor expenses at actual cost plus a maximum ten-percent markup.
Bidders must maintain comprehensive insurance coverage including workers' compensation, general liability of $1 million per occurrence, pollution liability, auto liability, and excess coverage totaling $5 million. Bidders must operate twenty-four-hour response capabilities, employ personnel meeting specific HAZWOPER and safety certifications, and provide documentation of at least eight prior projects completed within the past five years demonstrating experience with poison, corrosive, flammable, and reactive substances.
Bid opening is October 12, 2026 at 3:15 p.m. CDT. Anticipated Notice of Intent to Award is October 26, 2026, with final Notice of Contract Award projected for December 2, 2026.
