Award will be made to the lowest responsive and responsible bidder.
The scope specifies new model year ATVs with 420–450cc 4-stroke engines, automatic or manual five-speed transmissions with reverse, hydraulic disc brakes, and independent double-wishbone suspension. Tire requirements are 25 x 8-12 front and 25 x 10-12 rear; fuel capacity 3.7–4.0 gallons with 1.3-gallon reserve; and all units must be olive drab green. Pricing must be all-inclusive of equipment, materials, insurance, overhead, profit, transportation, labor, licenses, permits, and associated costs.
ATVs must be delivered to the Turcotte Shooting Facility at 506 Highway 43 South, Canton, Mississippi 39046, with delivery commencing 30 days after contract execution. The contract period of performance is one year from execution. Minority and women-owned businesses are encouraged to apply, though no set-aside or preference program is stated.
Questions and requests for clarification are due October 12, 2026, with written answers anticipated by October 13. No pre-bid conference or site visit will be held. Bids may be submitted electronically through Mississippi's MAGIC system or by paper submission to the agency's Jackson office. All required documentation — bid cover sheet, bid form, IFB exceptions form, certifications and assurances, acknowledgement of amendments, bid submission checklist, and specifications verification checklist — must accompany the submission. The anticipated notice of award is October 20, 2026. Post-award vendor debriefing requests must be received within three business days of award notification; formal protests must be filed within seven calendar days of award or by October 27, 2026 at 5:00 PM Central Time.
